Scott came to the Lake Tansi Police Department in September of 2023. He has lived in Cumberland County TN for 7 years. He grew up in Memphis,Virginia Beach and Murfreesboro. He graduated from Oakland High School in Murfreesboro, TN in 1985. He is prior military and does have some law enforcement experience. Before coming to Lake Tansi Police Department, Scott worked for Cumming sign company in Murfreesboro and also worked for the US Navy as an avionics tech and calibration for 24 years.

His Law enforcement experience includes securitas at Watts Bar Security for 1 1/2 years. He also has experience with G4S / Shield and Buckler Security for the Cumberland Medical Center Hospital. Scott has been with the CMC hospital for 4 years. He currently works with the Cumberland County Sheriffs Department as a transport and court officer. Scott has been with the sheriffs department for 6 years.

In his personal time, Scott is a professional photographer. He loves hiking and loves to ride in his jeep. Scott has been married for 15 years to Wanda Cantrell. He has 3 daughters, Ashley Outland, Heather Martin and Kaylee Cantrell. Scott has 8 grandchildren. They include Bruce Outland, Yasmine Outland, Kendell Outland, Lily Outland, Marquis Sutton, Mackenzie Bauer, Mikaek Martin and Nelly Cantrell.
